Property owners living in Delhi’s unauthorised colonies now have a firm date to keep in mind. The Delhi government has set October 31, 2026, as the final deadline for eligible residents to apply for ownership-related documents under the PM-UDAY Scheme (Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana). Once this window closes, no fresh applications will be accepted under the current cycle.
What Is the PM-UDAY Scheme?
Launched in 2019, PM-UDAY was designed to give residents of Delhi’s long-unregularised colonies a legal claim over the homes they had built or purchased, often decades earlier, without formal ownership records. Most properties in these colonies changed hands through General Power of Attorney, agreements to sell, or simple possession letters — none of which are registrable documents. As a result, generations of families have lived in homes they could not legally sell, mortgage, or use as loan collateral.
The scheme covers 1,511 unauthorised colonies out of roughly 1,731 identified across the capital, home to an estimated 45 lakh residents.
Why the October 31 Deadline Matters
Officials say the response so far has been underwhelming — only around 2,000 applications have come in despite the large number of eligible households. A public notice issued on July 1, 2026, made clear that the government wants to push residents to act before the window shuts, rather than leaving documentation pending indefinitely.
Delayed applications can create complications later, particularly if an owner wants to sell, transfer, or formally register the property, or apply for a bank loan against it.
Documents You Can Apply For
Depending on where the property is located, eligible applicants can apply for one of two documents:
- Conveyance Deed — issued for built-up properties standing on government land
- Authorisation Slip — issued for properties located on private land
Both documents feed into the broader regularisation process and are a prerequisite for eventually obtaining a formal certificate from the Municipal Corporation of Delhi (MCD). Once issued, they can be used at the Sub-Registrar’s office to complete official property registration.
How to Apply
Applications are being accepted through the MCD’s Swagam portal, which has been live since April 24. To support the process, the Revenue Department has also set up dedicated PM-UDAY cells in every District Magistrate’s office, tasked specifically with processing conveyance deeds and authorisation slips. Applicants can also use the UC Locator feature in the official PM-UDAY app to confirm whether a property falls within a notified unauthorised colony before applying.
Why Are Applications So Low?
Officials point to a mix of reasons for the slow uptake — chief among them, hesitation rooted in poor infrastructure in several colonies and reluctance among banks to extend loans even against registered properties in these areas. Delhi Chief Minister Rekha Gupta has stated that regularising these colonies is meant to directly benefit the nearly 45 lakh people living in them by securing long-term ownership rights.
