What is the PM-UDAY Scheme?
PM UDAY stands for Pradhan Mantri – Unauthorised Colonies in Delhi Awas Adhikar Yojana. It was launched on October 29, 2019, with a clear goal: give legal ownership rights to the millions of Delhi residents who bought land but never legally owned it.
The scheme was slow at first. The main problem? Colonies needed an approved layout plan from the MCD before residents could get their deeds. Most colonies had no such plan. By March 31, 2026, only around 40,000 conveyance deeds had been issued across all of Delhi — a small fraction of the 10 lakh families who needed help.
The 2026 revision changed everything. The layout plan requirement has been dropped entirely.
What Does “As-Is Where-Is” Mean?
“As-is, where-is” means the government accepts your colony and your house exactly as it stands today. It does not matter if the street is narrow, if your building does not match any official plan, or if the colony developed without permission. The existing structure gets legal recognition—right now, in its current form.

Small Shops: Good News for Traders Too

Which Colonies Are NOT Included?
Out of 1,731 unauthorized colonies, 220 remain excluded for environmental or legal reasons:
- Zone-O: Areas on the Yamuna flood plain
- Forest land: Delhi Ridge and notified forest areas
- Monument zones: Areas near protected ancient monuments
- Power line zones: Near high-tension electricity infrastructure
- 69 affluent unauthorized colonies: Currently excluded from this round
If your colony falls into any of the above, the SWAGAM portal will not accept your application. Check your colony status before April 24 on the MCD portal.
How to Check If Your Colony Is on the PM UDAY List
- Open your browser and go to mcdonline.nic.in/swagam
- Find the section called “PM-UDAY Registration/Search”
- Use the dropdown titled “Select Unauthorised Colony Name” and type your colony name
- If your colony appears, it is on the regularized list. The system auto-fills your ward and zone details.
- For further verification, visit the DDA PM-UDAY portal and use Ctrl+F to search the published colony list PDF.
What Documents Do You Need to Apply?

The Bigger Picture: Transit-Oriented Development
Delhi CM Rekha Gupta also announced a Transit-Oriented Development (TOD) policy covering 207 sq. km of Delhi. Areas within 500 meters of a Metro or RRTS station will see high-density, mixed-use development—more housing, modern shops, and better connectivity. The Delhi Budget 2026–27 has earmarked Rs 800 crore specifically for infrastructure upgrades in regularized colonies: roads, drainage, water supply, and parks.
